What law gives the governor power to issue executive orders?

New York Executive Law §29-a ("Suspension of other laws") gives the governor the authority to issue executive orders, as well as prescribing their format and duration, but only during a "state disaster emergency".
The governor's power to issue executive orders more broadly rests upon Article IV, §1 of the New York State Constitution, which vests her with the executive power.
